The limitations apply to service forboth consecutive and nonconsecutive terms. Service for a partial termdoes not preclude serving the allowed number of full terms. In additionto any partial term, a person may serve 12 years in each house, ora total of 24 years in the General Assembly. The limits apply to termsof service beginning on and after the start of the 2020 Regular Sessionof the General Assembly.

Summary: Constitutional amendment (first resolution);qualifications of Governor; residency requirement. Increases fromfive to eight the number of years a person must have been a residentof and a registered voter in the Commonwealth in order to be eligibleto the office of Governor.

Summary: Constitutional amendment (first resolution);Governor's term of office. Permits a Governor elected in 2021and thereafter to succeed himself in office. The amendment allowstwo four-year terms (either in succession or not in succession) butprohibits election to a third term. Service for more than two yearsof a partial term counts as service for one term.

Summary: Constitutional amendment (first resolution); marriage. Proposes the repeal of the constitutional amendment dealing with marriage that was approved by referendum at the November 2006 election. That amendment to the Bill of Rights (i) defines marriage as "only a union between one man and one woman"; (ii) prohibits the Commonwealth and its political subdivisions from creating or recognizing "a legal status for relationships of unmarried individuals that intends to approximate the design, qualities, significance, or effects of marriage"; and (iii) prohibits the Commonwealth or its political subdivisions from creating or recognizing "another union, partnership, or other legal status to which is assigned the rights, benefits, obligations, qualities, or effects of marriage." The provisions of this section of the Constitution of Virginia are no longer valid as a result of the United States Supreme Court decision in Obergefell v. Hodges, 576 U.S. ___ (June 26, 2015).

Summary: Constitutional amendment (first resolution);failure to pass an appropriation act. Provides that if an appropriationact has not been adopted 30 days prior to the expiration of the currentappropriation act, a joint session of the General Assembly shall beconvened to pass an appropriation act that shall become the statebudget without the signature of the Governor. The measure requiresthe votes of the members of the Senate to be weighted in accordancewith the ratio of the average population of a Senate district to theaverage population of a House district.

Summary: Constitutional amendment (first resolution); powers of General Assembly; suspension or nullification of administrative rule or regulation. Provides that the General Assembly may suspend or nullify any or all portions of any administrative rule or regulation by a joint resolution agreed to by a majority of the members elected to each house. The amendment also grants to the General Assembly the authority to authorize a legislative committee or legislative committees acting jointly or a legislative commission to suspend any or all portions of any administrative rule or regulation while the General Assembly is not in a regular session. Such suspension would continue until the end of the next regular session.

Summary: Constitutional amendment (first resolution); Transportation Funds. Requires the General Assembly to maintain permanent and separate Transportation Funds to include the Commonwealth Transportation Fund, Transportation Trust Fund, Highway Maintenance and Operating Fund, and other funds established by general law for transportation. The amendment directs that revenues dedicated to Transportation Funds on January 1, 2018, by general law, other than a general appropriation law, shall be deposited to the Transportation Funds, unless the General Assembly by general law, other than a general appropriation law, alters the revenues dedicated to the Funds. The amendment limits the use of Fund moneys to transportation and related purposes. The amendment specifies that the General Assembly may borrow from the Funds for other purposes only by an affirmative vote of two-thirds of the members elected to each house and that the loan must be repaid with reasonable interest within four years.
