Electric Vehicle Rural Infrastructure Programand Fund created.
Creates the Electric Vehicle Rural InfrastructureProgram and Fund to assist private developers with non-utility costsassociated with the installation of electric vehicle charging stations.The bill provides that a private developer is eligible to receivegrants of 70 percent of such non-utility costs for electric vehiclecharging stations installed in a city or county that meets the criteriaof a distressed locality as provided in the bill and caps the totalamount of grants awarded in any fiscal year at $25 million.

Permits the Department of EnvironmentalQuality to use the Wetland and Stream Replacement Fund for purposes other than the purchase of mitigation bank credits, as set out inthe bill, if the Department makes a determination within two yearsafter the collection of moneys for a specific impact that mitigation bank credits for such impact will not be available within threeyears. Currently, the Department can use such funds for other specifiedpurposes if after three years no mitigation bank credits are availablefor purchase.

Department of Conservation and Recreation; two-yearpilot program; all-terrain power wheelchairs in state parks.Provides that the Department of Conservation and Recreation shall establish a two-year pilot program beginning October 1, 2023, andending September 30, 2025, to enhance accessibility for individualswith limited mobility in Virginia's state parks by providing all-terrainpower wheelchairs that may be used by such persons during their visits.The bill permits the Department to choose the locations for the pilotprogram and enter into a contract for the purchase of all-terrainpower wheelchairs to be used in the pilot program.
The bill allowsthe Department to adopt regulations to administer the pilot programand requires the Department to submit a report on the outcomes ofthe pilot program to the Chairmen of the House Committee on Agriculture,Chesapeake and Natural Resources and Senate Committee on Agriculture,Conservation and Natural Resources by November 1, 2025.
