Summary: Carbon offset credits; Marine Habitat and WaterwaysImprovement Fund. Directs any revenue resulting from the saleof offset credits from submerged aquatic vegetation restoration tothe Marine Habitat and Waterways Improvement Fund.

Summary: Virginia Resources Authority; Resilient VirginiaRevolving Loan Fund. Creates the Resilient Virginia RevolvingLoan Fund, for which sums are appropriated by the General Assembly,and that is administered and managed by the Virginia Resources Authority,with oversight given to the Soil and Water Conservation Board. Thebill provides guidelines for deposits, expenditures, and investmentsand requires an annual audit of the Authority. The Authority cancollect money for the Fund. The bill provides that the Fund be used for loans or to refinance projects for local governments or to givegrants to them; that the Fund may be used for loans or grants forindividuals; guidelines for the priority of such loans and grants.In addition, the bill provides that the Authority may pledge loansto secure bonds and sell loans.

Summary: Purchase or use of mitigation bank credits;notification to local government. Requires a permittee that purchases or uses mitigation bank credits to notify, in writing, the chiefexecutive officer and commissioner of the revenue of the localityin which the permitted site is located the location of the site.Such notice shall be provided at least 100 days in advance of commencementof the project.

Summary: James State Scenic River. Designates an additional 37-mile portion of the James River running through Nelson and Appomattox Counties as a component of the Virginia Scenic Rivers System. The bill also provides that nothing in the Scenic Rivers Act shall preclude the construction, use, or removal of any asset that traverses certain portions of the James River.

Summary: Local Food and Farming Infrastructure GrantProgram. Increases from $25,000 to $50,000 the amount of a grantthat may be made to a political subdivision for projects that supportlocal food production and sustainable agriculture.

The bill also makestechnical revisions to the description of the Historic Falls of theJames State Scenic River. This bill is a recommendation of the Virginia Code Commission.

Summary: Historical African American cemeteries and graves;Isle of Wight, Prince George, and Surry Counties. Adds fourcemeteries in Isle of Wight County, one cemetery in Prince GeorgeCounty, and eight cemeteries in Surry County to the list of cemeteriesfor which qualified organizations may receive funds from the Departmentof Historic Resources for the care of historical African Americancemeteries and graves. The bill also directs the Department of HistoricResources, in consultation with the relevant qualified organizations,to verify the number of graves, monuments, and markers in such cemeteries.

Summary: Virginia Stormwater Management Programs; regional industrial facility authorities. Authorizes a locality that administers a Virginia Stormwater Management Program (VSMP) or a Virginia Erosion and Stormwater Management Program (VESMP) to administer such program of a regional industrial facility authority of which the locality is a member. The bill requires that such administration be conducted in accordance with an agreement entered into with all relevant localities and the existing VSMP or VESMP for the property.

Summary: Right to aquaculture. Provides that the rightto use and occupy the ground for the terms of a lease in ChesapeakeBay waters includes the right to propagate shellfish by whatever legalmeans necessary. This bill is identical to SB 509.

Summary: Publication of local Chesapeake Bay Preservation Act information. Requires each locality in Tidewater Virginia to publish on its website the criteria and elements adopted by the locality to implement its local plan as required by the Chesapeake Bay Preservation Act.
