Summary: Temporary recall of retired judges; who maybe recalled. Allows persons retired under the Virginia RetirementSystem to sit as temporary recalled judges if they have prior serviceas a judge and such persons do not engage in the practice of law withinor without the Commonwealth.

Summary: Pharmacy benefits administrators; explanationof benefits. Requires pharmacy benefits administrators to providean explanation of benefits (EOB) to persons covered under healthbenefit plans for whom they processed or paid a claim for prescriptiondrugs. The measure requires the EOB to be provided quarterly on aform approved by the State Corporation Commission. The measure alsorequires pharmacy benefits administrators to provide an EOB on a quarterlybasis to covered individuals with regard to health insurance plansfor current or retired state or local government employees or theirdependents administered by the Department of Human Resource Management.

Summary: Line of Duty Act. Revises the Line of Duty Act (the Act) by codifying revisions to the Act from the appropriation act and, among other changes, transferring overall administration of the Act to the Virginia Retirement System (VRS), transferring administration of health insurance benefits under the Act to the Department of Human Resource Management (the Department), and creating separate health benefits plans for beneficiaries under the Act. The bill has a delayed effective date of July 1, 2017, except that a final enactment requiring each nonparticipating employer to pay its pro rata share of estimated implementation costs to the VRS and the Department becomes effective July 1, 2016.
