Summary: School security officers; scope of employment;carrying firearm in performance of duties. Provides that eachschool security officer, in addition to performing each enumeratedduty, is responsible for carrying out any other duty assigned to himby the local school board, excluding enforcement of discipline reservedsolely and exclusively to school administrators. The bill permitsa school security officer to carry a firearm in the performance ofhis duties if (i) within 10 years immediately prior to being hiredby the local school board or private or religious school, he was anactive duty member in the Armed Forces of the United States who servedon active duty for at least 10 years and received an honorable dischargefrom such service and (ii) he has provided proof of completion ofthe required training course.

Summary: Public school teachers; probationary term ofservice, grounds for dismissal, and dismissal hearings. Permitseach school board to extend for up to two additional years the three-year probationary term of service that is required for each teacher inthe school division before the issuance of a continuing contractand prohibits each school board from reemploying a teacher whose performance evaluation during such probationary period is not satisfactory.The bill provides that, for the purpose of the dismissal of a teacherfor cause, the term "incompetency" may be construed to include consistentfailure to meet the endorsement requirements for the position orone or more unsatisfactory performance evaluations. The bill also eliminates the option for a school board to conduct a teacher dismissalhearing before a three-member fact-finding panel, requires each suchhearing to be set no later than 15 days after the request for thehearing, and reduces from 10 days to five days the minimum periodof advance written notice to the teacher of the time and place ofsuch hearing.

Summary: Public school buildings; entry points; limits;screening. Requires each local school board to (i) limit to thelowest feasible number the entry points in each public school buildingin the local school division, (ii) ensure that each individual whoseeks to enter any school building in the local school division isscreened with a handheld metal detector wand by a school securityofficer or another appropriate school board employee who is appropriatelytrained in such method of screening, (iii) require each such schoolsecurity officer or other appropriate school board employee to implement further screening according to a protocol that it deems appropriatein any case in which the school board employee who conducts the initialscreening has reason to believe that the individual who seeks toenter the school building is in possession of a weapon, and (iv)prohibit any individual from entering any school building in thelocal school division if the individual fails or refuses to submitto the screening required in clauses (ii) and (iii).
