Summary: Law-enforcement officers; minimum qualifications.Modifies the existing minimum qualification for law-enforcement officersthat prohibits any such officer from entering upon the duties ofsuch office if he has been convicted of or pled guilty or no contestto any misdemeanor involving moral turpitude, including petit larceny,by providing that the prohibition applies only if such convictionor plea has occurred within the last three years.

Summary: Certain employees of the Department of JuvenileJustice; naloxone or other opioid antagonist. Authorizes employeesof the Department of Juvenile Justice designated as probation andparole officers or as juvenile correctional officers to possess andadminister naloxone or other opioid antagonist for overdose reversalpursuant to an oral or written order or standing protocol issuedby the prescriber within the course of his professional practice.

Summary: Law-enforcement officer; duty to render aid;duty to report wrongdoing by another law-enforcement officer. Requires any law-enforcement officer on duty who witnesses another personsuffering from a serious bodily injury or a life-threatening conditionto render aid and makes it a duty to report acts of wrongdoing, definedin the bill and including bias-based profiling, committed by anotherlaw-enforcement officer on duty. Any law-enforcement officer whofails to render such aid or report such wrongdoing committed by anotherlaw-enforcement officer shall be subject to disciplinary action,including dismissal, demotion, suspension, or transfer of the law-enforcementofficer. The bill also expands the definition of "bias-based profiling,"a practice banned for sheriffs, deputy sheriffs, other local law-enforcement officers, and State Police officers in the performance of their official duties, to include sexual orientation and gender identity.

Summary: Emergency Services and Disaster Law; local andinterjurisdictional emergency operations plans. Requires localand interjurisdictional agencies to include provisions in their emergency operations plans to ensure that such plans are applied equitablyand that the needs of minority and vulnerable communities are metduring emergencies.

Summary: Virginia Law Enforcement Professional StandardsCommission Accreditation Grant Fund and Program. Establishesthe Virginia Law Enforcement Professional Standards Commission AccreditationGrant Fund (the Fund) and the Virginia Law Enforcement ProfessionalStandards Commission Accreditation Grant Program (the Program). TheFund and Program shall be overseen by the Department of CriminalJustice Services. Disbursements from the Fund shall be made to law-enforcementagencies to pursue accreditation from the Virginia Law EnforcementProfessional Standards Commission.
