Carrying concealed handgun with a permit; employeesof any agency of the Commonwealth or political subdivision thereof.Provides that, notwithstanding any other provision of law or anyrule, regulation, or workplace policy to the contrary, an employeeof any agency of the Commonwealth or a political subdivision thereofwith a valid concealed handgun permit may possess or carry a concealedhandgun at his workplace.
The bill provides, however, that any agencyof the Commonwealth or a political subdivision thereof may prohibit employees from possessing or carrying a concealed handgun at theirworkplace only if such agency of the Commonwealth or a politicalsubdivision thereof has employed law-enforcement officers or armedsecurity officers to provide protection at such workplace, and suchofficers are stationed within the workplace building during operatinghours.

Provides that any locality thatadopts an ordinance or policy that generally prohibits firearms,ammunition, or components or combination thereof in any buildingowned or used by such locality for governmental purposes shall waiveits sovereign immunity protection with regard to any civil claimfor damages brought by an individual who claims his injuries arethe result, at least in part, of such ordinance or policy. In suchinstance, a locality will be subject to an ordinary negligence standardfor its invitees.

Allows a landowner whose property,including multiple contiguous parcels, spans two or more localitiesto elect to have the firearms ordinances of the locality in whichthe largest portion of the contiguous parcel lies apply to anyonehunting on the property. The bill requires any landowner making suchan election to notify the Department of Game and Inland Fisheries.The bill satisfies the reenactment requirement of Chapter 830 of the Acts of Assembly of 2019.
