Summary: Virginia Open Data Initiative Act. Createsthe Virginia Open Data Initiative Act to increase public awarenessof and access to the data created by and available from state agencies.The bill provides for appointment by the Governor of a Chief DataOfficer to maintain the official website of the Commonwealth of Virginiaas a dedicated open data website. The bill requires the Chief DataOfficer to oversee the establishment of procedures, standards, andbest practices regarding the appropriate access and presentation ofopen data and datasets by each agency, including the developmentof a dataset format standard and ensuring that the datasets are accessiblein a nonproprietary, machine-readable format that is compliant with state and federal law. The bill also provides for the Chief DataOfficer to submit by December 31, 2019, a written report to the Governorand the General Assembly consisting of (i) the progress made on theimplementation of the provisions of the bill, (ii) the effectivenessin providing open data and datasets to the public and among agencies,and (iii) the feasibility of expanding the open data initiative tothe legislative and judicial branches of government.

Summary: Virginia Information Technologies Agency; additional duties of CIO; cybersecurity review. Requires the Chief Information Officer of the Virginia Information Technologies Agency to (i) conduct an annual comprehensive review of cybersecurity policies of every executive branch agency, with a particular focus on breaches in information technology that occurred in the reviewable year and any steps taken by agencies to strengthen cybersecurity measures, and (ii) issue a report of his findings to the Chairmen of the House Committee on Appropriations and the Senate Committee on Finance, which shall not contain technical information deemed security sensitive or information that would expose security vulnerabilities.

Summary: Commonwealth Data Trust Advisory Council. Establishes the Commonwealth Data Trust Advisory Council (Council),consisting of 16 members. The purpose of the Council shall be toadvise the Governor on policy and funding priorities to expeditedeployment of data analytics to inform policies in communities throughoutthe Commonwealth. The provisions of the bill expire on July 1, 2028.
