Summary:

The bill removes the current list of statutory reasons for which a person may be entitled to vote by absentee ballot and consolidates multiple sections relating to absentee voting by uniformed and overseas voters into one section and multiple sections related to absentee voting by persons with a disability into one section.

Summary:
Elections; early voting.
Allows any registeredvoter to vote early in any election in which he is qualified to votewithout providing a reason or making prior application for an absenteeballot. The bill requires that early voting be available beginningthe twenty-first day prior to any general election, the seventh day prior to any special election held on a date other than the dateof a general election, and the seventh day prior to any primary election and ending at 5:00 p.m. on the Saturday immediately precedingthe election. The bill further requires early voting to be availableduring regular business hours each weekday during the applicableperiod, from 9:00 a.m. to 5:00 p.m. on each Saturday during the applicableperiod, and from 12:00 p.m. to 4:00 p.m. on each Sunday during theapplicable period. The bill removes the current provisions for votingabsentee in person but retains those provisions for voting an absenteeballot by mail, including the application requirement and the listof statutory reasons that allow a registered voter to vote absenteeby mail.

on the second business day beforethe State Board meets to ascertain the results of the election and(ii) postmarked on or before the date of such election are to becounted if the voter is found entitled to vote. The bill providesthat a postmark includes any other official indicia of confirmationof mailing by the United States Postal Service or other postal ordelivery service. Under current law, such ballots cast by militaryand overseas absentee voters would be counted in this manner regardlessof the date of any postmark, but only if the absentee ballot hadbeen requested on or before, but not sent by, the deadline for makingabsentee ballots available.
