Summary:
Child labor offenses; civil penalties.
Increasesfrom $10,000 to $25,000 the civil penalty for each violation of childlabor laws that results in the employment of a child who is seriouslyinjured or dies in the course of employment. The bill also increasesfrom $1,000 to $2,500 the maximum civil penalty for each other violationof child labor laws and provides that such civil penalty shall notbe less than $500. The bill directs the Department of Labor and Industry to convene a stakeholder work group to develop education and outreach plans to inform young workers and employers about child labor laws.

Employee protections; medicinal use of cannabis oil.
Amends the provision that prohibits an employer from discriminating against an employee for such employee's lawful use of medical cannabis oil, with certain exceptions, by specifying that such use must conform to the laws of the Commonwealth and by including the employees, other than law-enforcement officers, of the Commonwealth and other public bodies in such protections. This bill is identical to SB 391.

Directs the Departmentof Labor and Industry, in consultation with the Department of VeteransServices, to create a poster describing benefits and services availableto veterans and allows employers to request and display such poster in the workplace. The bill enumerates a minimum group of resourcesthe poster shall include, including (i) Department of Veterans Services'programs, contact information, and website address; (ii) substanceabuse and mental health treatment resources; (iii) educational, workforce,and training resources; (iv) tax benefits; (v) eligibility for unemploymentinsurance benefits; (vi) legal services; and (vii) the U.S. Departmentof Veterans Affairs Veterans Crisis Line.

Summary:
Workers' compensation; prompt payment; limitation on claims.
Prohibits an employer or workers' compensation carrier from seeking recovery of a payment made to a health care provider for health care services rendered to a claimant unless such recovery is sought less than one year from the date payment was made to the health care provider. Under current law, such prohibition only applies to services rendered after July 1, 2014. The bill also prohibits a health care provider from submitting a claim to the Virginia Workers' Compensation Commission contesting the sufficiency of payment for health care services rendered to a claimant unless such claim is filed within one year of the date the last payment is received by the health care provider. Under current law, such prohibition only applies to services rendered after July 1, 2014.

Workers' compensation; presumption of compensabilityof infertility for firefighters.
Provides that firefighters whosuffer from infertility are presumed to have developed infertilityduring the course and scope of employment as a firefighter in certaininstances. The bill provides that such infertility is compensableunder the Virginia Workers' Compensation Act if diagnosed by a medicalprofessional and that such compensation may include medical treatment,temporary total incapacity benefits, and temporary partial incapacitybenefits for a maximum period of 52 weeks from the date of diagnosis.The bill also requires each employer of firefighters to refer a firefighterseeking infertility health care services to a licensed medical professionalafter January 1, 2025.
